why is using the philippines's 1987 consitution at it's full max potential is likely better than trying to amend the consitution

 based on my opinion, using the 1987 consitution at it's full peak potential is better than trying to amend the consitution is because it could grow the fdi and the economy much better than focusing to amend the consitution, why? because if we 100% really focus on amending the consitution instead of doing good governance, then there might be wasted ideas that we file as a bill that can make the economy grow larger, for me, the problem is the people voting political dynasties, actors and some politicians that are convicted instead of voting for politicians that is for good governance, i support scrapping 60/40 in the consitution but i see some people and politicians opposing it because it's amending the consitution and it really frustrates me but i think if ammending it wouldn't really succeed then using the 1987 consitution at it's full potential would be the only choice for the philippines to grow much better. i know im to young to say this but im just really born at the wrong year but this is just my opinion.
